Add logic to Location Utilization Report to check whether bound events are at same time

Customer was confused by Summed Bound headcount on the Location utilization report, because while it makes sense for crosslisted classes in the same room at the same time, it doesn't make sense for classes bound for back to back room assignment. They wondered if the report could automatically tell the difference, and sum accordingly.

Within the current report, it says "Selected Head Count is sum of head count from overlapping bound events." but this seems to be true for all bound events, regardless of whether they are overlapping or not. (You can currently turn off all summing of headcount, but that distorts utilization for another set of classes.)
