Add an option for $0 line items on invoices

Sometimes for an invoice it is very important to show all line items, even the ones with a total of $0. Other times you want to hide these. Currently the invoice reports always hide the $0 lines and the only option to see them is a custom report.

This would be helpful, especially listing all rooms even with a zero cost to the invoice. It can be confusing to external users when the confirmation and invoice don't list the same locations.
